Requirements for Travel Document?

Hi - I have a question regarding Travel Documents for Permanent Residents. I just got my Confirmation of Permanent Residence, and I intend to land at Toronto soon, but I'd also like to travel outside the country (not US) next month. I understand that the PR card could take 4-8 weeks to be processed - I am eligible to apply for the "Travel Document for PRs abroad", even though I'm already living and working in Canada? Can I apply through the Detroit or Buffalo office?
My passport is not in the visa-waiver list for Canada.
