"Representative" Picking up PR visa in Buffalo

Hello,

Can anyone tell me if the "representative" picking up the PR visa in Buffalo has to be the official representative (designated via IMM 5476 form) or anyone with a letter of autorization signed by the applicant (in the case that the applicant cannot be there in person)?

Anyone you authorize.  It doesn't have to be your representative.
