Hi,

My brother had a PR Card that expired in 2007. Due to family constraints he was not able to live in Canada more than a few months (less than 6 months). Can he apply for a renewal for the same PR given that he planning to live in Canada now ... Which forms would he need to fill to renew in such a case ...

He has already lost his PR status because he did not meet the residency requirements.  He can not renew the same PR.  He can apply for immigration again if he wants to but has to start from zero like somebody who is doing it for the first time.

He can file an appeal under Humane and Compasionate
