If you still hold the green one then it's possible.

Yes, you can.  My passport (maroon colored passport) expiry would have been in April 2013, too... but considering I will apply for Spousal OWP before the end of the month, I just had it renewed recently.  I guess mine could have been valid for the next 19 months... I don't want to have hassles of renewing it when I get to Canada, thus I decided to have it renewed so that it will be valid 'til 2016.

By the way, you just have to present your old maroon or green passport at the DFA Aseana Bldg.  Set an appointment online first.. I suggest you get the 8:30 a.m. appointment and be there by 7:00 a.m. because the DFA actually starts processing applications by 7:30a.m. (based on my experience)..

Yes you can if you're in the Phils. but unfortunately my friend went to PCG Vancouver and they didn't allow her to renew it. Try calling PCG Ottawa or PCG Vancouver to ask your query http://vancouverpcg.net/pcg/index.php?option=com_frontpage&Itemid=1
