I am writing this for a friend of mine who today got a rejection letter, so we need advise-the question will come in the end.
Application filed to CIO-feb. 2010  NOC-accountant (sorry i dont know the exact number)
1st AOR-april 2010
Full aplicat. to Vienna VO: sept. 2010
E case: Decision made -this changed in march 2011
Since then....nothing. In May and June 2011 they sent several mails and after the 5th one they got a reply: A decision was made on your case and a letter regarding the assesment of your application was sent to your mailing address in nov. 2010. Since they didnt receive any letter in November, they sent again several mail the last 2 months and last week they got a reply via e-mail that the letter will be sent again. Today they received the letter (rejection)- i will see it later, they just told me on the phone.
Age: 10 pt.  Work exp. 21 pt. Language pr. 0 pt. Adaptibility 0 pt.  AOE o pt.  education 5 pt. out of 25?HuhHuhHuh?  (she has secondary school diploma)..finishing her last-4th year for a Bach. degree. They wrote that even if they sent her for IELTS (it was not a must when she applied) and she scores 16 pt. she still wouldn't meet the min. of 67 pt.
The question: Why do u think she was given only 5 pt. for education...is there anything they can do now? Whats the first step for sending an applealin letter and where to? Of course, they didnt forget to write that no refund of the appl. fees is possible.
Thanks...this was long....And why refund is impossible when they never went in process? They went to decision made from RBVO.

And why did CIO Sydney Nova Scotia give positive eligibility review if she didnt have enough points?Huh?

As i said..I know its accountant (the number is not on the new list-i will check the noc this evening)
she has secondary school and got just 5 pt.

Can a Secondary school certificate holder applied as Skilled worker?

In my opinion, I think they used her Secondary School cert for accessement.

my friend too applied under the same NOC code.. but she hold a valid degree in accounting. I suppose in the EMployement requirements for the category there is mention abt educational requirements :
•Chartered accountants require a university degree aluation (UFE).

•Certified general accountants and certified management accountants require a university degree
and
•Auditors require education, training and recognition as indicated for chartered accountants, certified general accountants or certified management accountants
and
Some experience as an accountant.
•Auditors may require recognition by the Institute of Internal Auditors.
So mayb this cld be the reason for rejection.

Hi Ana,

The NOC code is 1111.
When she/he applied, IELTS score was not mandatory to send to CIO but with documents to VO to claim the points in language factor.

About education, needs to know how many years of education he/she completed, the weight is based on the years of education. However, I am supporting Moonshinemist who has introduced very important factors for education point as an Auditor and Accountant.

Fund in this case must be  refundable,write  case inquiry!!!
secondary school diploma not included per se in FSW!!!
