NOC Code: 3131 - Pharmacist

You have indicated that you have work experience in an occupation with the following NOC (National Occupational Classification) code: 3131 - DENTIST.  Although this NOC code corresponds to the occupations specified in the Instructions identified by the Minister, you have not provided sufficient evidence that you performed the actions described in the lead statement for the occupation or that you performed a substantial number of the main duties of the occupation as set out in the occupational description of the NOC- 3131; DENTIST, including all of the essential duties.

After taking into consideration the work experience supporting documentation on file, I am not satisfied that you have performed the actions described in the lead statement for the occupation or that you performed a substantial number of the main duties of a DENTIST.  As such, I am not satisfied that you are really a DENTIST - 3131.

Well, it is not new. its  applicant's responsibility to satisfy VO that his job responsibilities are similar to ones described under the specific NOC. These responsibilities should be clearly mentioned on NOC category. Copy pasting responsibilities from HRSDC web can also result in rejection of case, there are example search the forum. Having a degree in Medicine doesn't guarantee that person will immigrate to Canada as physician or doctor, as Engineers immigrated as Finance Manager, duties conducted under the job makes big difference.

This is quite scary.. Imagine spending all that time studying to qualify for a profession and working in that field only for CIC  to say that they are not sastisfied you are a Pharmacist, dentist, social worker, etc!

This is scary, but you have to understand that VO are not specialist in every NOC professional. They follow guidelines provided to them by HRSDC. if an a person holds a pharmacist qualification but never worked as pharmacist then how can he claim the work experience points. Similarly, if he did work as pharmacist but was unable to satisfy visa officer in his application then its not visa officers mistake. The applicant should provide all the information with best of his knowledge. The more to the point the applicant is the easier its for visa officer to decide. on average Canada has accommodated 50K+their families under FSW-1  class. This implies visa officer were satisfied with the applications of  these applicants. if you are experience, education, and application is in order then don't worry.
Rejection of visas on basis of NOC is not normal, because your application is locked at the date its received by visa office. Under the current rules, any changes in immigration policy after that date normally don't effect your candidacy. It might delay your application, but to reject your application due to changes in immigration policy the Canadian government need to change the locking date rule.

Relax.

For Indian you just submitted your app. Lots of people in this forum applied in 2009 and still waiting to hear from VO they are not panicked yet. Be patient, some thing will turn up soon.

If its his mistake than write to clear the things, Communicate with them, it can be a typo as well because CIO normally enter the data on computer and if they have sent you letter stating that your app is transferred to  local VO then it might be a typo.
