 @  Cim, what is the overall score?
There is no overall score. CNO divides it.
Speaking fluency:
1. TSE- min score of 50,
2. MELAB-min score of 3
3. IELTS - spoken component!!!! Min score of 7

Written fluency:
1. TOEFL IBT- 74 overall, w-14,l-18, r-19, s-26
2. TOEFL PAPER BASED 537 overall
3. MELAB- min score of 75
4. IELTS- min score w,r,l-6.5
5. TOEIC- 720 overall, l-350 and r-350

So you may choose to take different test for written and spoken fluency. By the way I copy pasted it from the CNO's second package :-)
