I just got off welfare, and planning to get a full time job. how long do you have to be working in order to qualify to sponser my spouse?
from what i have heard from immigration officers, a person on welfare can not sponser anyone. is this true?

It's true that a person on welfare can not sponsor.  The requirements can be found here: http://www.cic.gc.ca/english/immigrate/sponsor/spouse-apply-who.asp#sponsoring  They don't say how long you have to have been off welfare but you can call CIC and ask.

Thank you for responding so fast maybe you have an answer to my next question too we have a child together and are planning on getting married, the bad thing is that he has been here longer than he was allowed is that going to make things way more harded to sponser him ?

Not quite the ideal situation but I still think you can sponsor him if you do it before he gets deported.  If he gets deported might be a problem.  You should look for a new-comer or immigrant centre in your area.  They could definitely offer you some advice, might even have access to a free lawyer.
