regarding eligibility check

hi,

I have 13 months of work exp. in NOC 4131 as below:

June,2006-August 2006 with an institute named omega as a lecturer
August 2006-April 2007 as a lecturer in college
April 2007-August 2007 as a lecturer in omega institute

After this i have more than 2 years of exp. in NOC 2173.

i am presently working in NOC 2173

am i eligible to apply ?
will they accept my application under new process ?
