Assuming ur application is refused, can u decide to start it all over again knowing that your application will be send to another cic office with a shorter timeline..that is....fill the froms again with the fees n evidents without doing the ADR and full hearing stuff?
My application is being process at accra ghana now(18months) and its still in d queue for interview after one year one month, by the time we applied i hadnt stayed for a full year in korea but now i have qualified for my application to be process in korea(8months).

As soon as,
and only if
, you were legally admitted to Korea for at least one year on your initial en
try, you qualify to have your application processed there. Simply having managed to remain in Korea for a year doesn't mean you're eligible to have your application processed through that embassy.
If you were legally admitted (documented) to Korea for at least one year initially, you could have asked to have your file transferred there at that time. You didn't have to wait for the year to be up, and you don't have to wait for the ap to be refused.
