Refusal Letter

i really need your thought about a letter that is a sort of refusal letter. my mother who's working in Canada right now receive a letter saying that my brother is inadmissible due to his condition (cerebral palsy)

and its directly affecting my mother's current Permanent Residence Application under live-in caregiver program.

i hope someone may enlighten us on what we can still do on this matter
