All,
 I had applied for Canadia PR in 2008 in Buffalo. I had to travel back to India and my file was transferred to New Delhi in 2010. Last week I received a letter stating that they are refusing my application because of insuffecient funds. I have fixed deposites in India that I can show for funds but I didn't include them in my application.

I was reading about "Yogireddi" and that his file was re-opened after he sent the required documents.

Seniors/Yogireddy,

 Can you please let me know if I can do the samething? Also pleasee let me know what I should write in the email. I read we should do a mercy plea can someone please explain what it is?

You can send a letter requesting to reconsider rejection of your application, attach your new POF with it. Your file would be re opened .

Certainly worth a try.

However, my understanding is that CIC will not consider any new evidence or documentation once an application is refused. Any appeal would ordinarily be along the lines of proving you were eligible based on the documentation CIC had when they made their decision.

OP may be lucky and may be given an opportunity to provide new proof of funding evidence, but CIC aren't obliged to ask for it or accept it.

 Thanks for your response. The proof of funds are dating back to 2009 when I initially applied for Canadian PR. Will that make any difference?
Also please let me know what is PO?

Try it, i am pretty sure they will re-open your case. Same thing happened with me .They send me a letter to submit me some documents but i didnt got this letter after few months i saw my status DECISION MADE. when  i concerned to them they said u didnt submit docs thats y we refused ur case. I told them that i havent got any letter then they gave me 30 days to submit docs and reopened my file.
