Hi! I am landed PR (principal applicant) and I paid for one member of my family who did not land and the visa has expired. Please advise if I can ask for refund for the landing fees paid for the visa not utilised? How do i go about doing it?

You could have been refunded if it had not expired.  With the current situation please write to them and ask.  I am sure there is a possibility of refund with reasonable reason.

Return the passport with the COPR to the office issuing it, and request a refund.
