refund for permanent residence fee

hi, i landed and became a permanent resident on october 1. today i just remembered that i still have not received my refund for the permanent residence fee. i paid my fee at the l.a. consulate. when i landed, the immigration officer did not mention anything about the refund. what office do i go to or call in vancouver to get the refund? thanks.
