if one of my family member is a UK refugee, is it possible for her to apply with me or not accepted by CIC??

If he/she is a refugee in the UK, she can still apply for Canadian Immigration. However, this must be clearly explained to CIC. Plus, the refugee should have documents to prove the same. If he/she does not have the passport/documents of the home country, that also needs to be explained to CIC in detail (why?).
