Reference letter required for dependent?

Hi,

I want to know whether reference letters required for dependent also or can I submit without it?
If I submit without it, will my application get rejected?

One more question is can we submit attested transcript in a university sealed cover? Because our madras university refused to give original transcript, as they used to give only attestation in mark sheet and degree in their sealed cover and it is their standard practice.

1- yes its required. no it should nt be rejected but than you should give a plausible reason for not submitting it in your cover letter.
2- if its university`s policy than it will be fine. just mention the factor in your cover letter.
