Reference from your auto insurance company: My husband mentioned that I should bring this document, and it's also in one of the Canadian websites. From whom and how do I ask for this? What does this need to say? Any help would be great. Thanks!

Call your insurance company, it is normally a standard letter that also states your accident history while you have been insured with them.

Can they issue me this letter eventhough the car insurance is not under my name? (It's under my dad's name)

I believe this would be the same as your no claims discount in UK. Unless you have car insurance in your name, I don't think you can get one.
