Yes, this is the AOR. Does it have a list of documents to be submitted to Buffalo?

2. 120 days start from when you receive the email from or from AOR (if AOR is different, see question 1)?
    Yes.

3. How much time it takes to get FBI clearance in USA?
On the FBI website it says 6-8 weeks. I applied some 5 weeks back and am waiting.

4. How much time it takes to get India clearance from Indian Embassy, New York, USA?
I applied at Indian Embassy, Houston and received it with in 2weeks(i had to send passports with the application). I was
in New York a month ago and applied for - Date of Birth certificate in person, i went to NY Consulate in the morning and got it in the
evening. I heard a friend of mine got the PCC at NY Consulate the same day and another one who also went in person was told to
   collect after 3 days.

Yarla7bh, thanks for the information. I contacted Indian consultate NY on phone and they said that it takes atleast 45 days as they have to get the information from India. They said that you can get it in 1 day only if the passport was issued in NY. If the passport was issued in India then it takes time. Can you confirm if you and your friends got their passports in US or India?

Also, how do you get birth certificate from Indian Consultate? Do they just take the DOB, Father's Name, Mother's Name, etc. from your passport and give you a birth certificate? Do they need any additional documents?

Deardhir, I think you should follow this thread:
http://www.canadavisa.com/canada-immigration-discussion-board/filed-in-september-2009-t25785.0.html

Many of your questions are already answered there. Regarding Indian PCC, my consulate was San Francisco and even their posted timelines say 30 days apart from time taken in mail. However, I got it in one week through mail. I learnt the background behind it. At one stage, Indian passports started involving a second level of police check (CID check). Any passports that were issued after this check, there is the police verification information available in a central database. The consulate attempts first to get access to that through the web, if they can, then you get the PCC immediately. Otherwise they have to send request to India which can take 30-50 days.

FBI timelines are confusing. Website says 16-18 weeks. Last time I got it within 2 weeks, this time it's already 3 weeks, and my CC is not yet charged. So, can't really say.

deardhir, i will try to get in touch with my friend to let u know. I assume he might have got his Passport renewed at NY consulate and that might be the reason for his 1 day service. But i am sure the other guy had his passport issued from India, he got it in 3 days as he applied in person.
Even Houston consulate said it takes 45 days to process as my PP is not issued in US, but they were pretty quick in sending PCC in 2 weeks.
(Its a different story that i had to send it back to them coz they misspelled the name and place of passport issued in the PCC).
Make sure everything is correct once u get your certificates from them....!!!

For Birth Certificate, I filled a Misc Services form, took copies of my passport and a fee and submitted my Original PP in the morning as they take applicaitons only till 12:30pm. I was told to collect my Birth certificate and Passport after 4pm the same day.
The Birth Certificate has : Name, DOB, Place of birth, Father's & mother's name, passport number.

Hi,

4. I had my Passport renewed at NY consulate and hence I got my Indian PCC the same day. However, my husband's PCC was received after 3 and half months. I guess its all ur sheer luck, it all just depends how these consulate guys work. So all the best...

3. FBI clearance was received within 2 weeks. We did mention tht we need in 2 weeks timeframe.
