Did anybody go Singapore CHC in person and pick up visa and COPR on behalf of his/her spouse?

Mine is very urgent situation as I purchased my wife's ticket when I came from Canada. PP request just arrived. I have only 2 weeks time in hand.
That;s why if anybody went Singapore to receive visa on behalf.
