Re-applying under NOC 0213

HI,
Initially i applied under Skilled class with NOC 0213, but it got rejected probably because i just mentioned 2 lines explaining my duties.

Now my question is, if i make a fresh document with duties matching closely to what is specified by CIC, how do i later on provide supporting documents later on, should my experience letter from the company specifically contain all those duties?

Question 2: Can anyone please comment on the Time that it takes from applying till the end of the process that is receiving PR under FSWR category? Also can i apply to my local CHC Office or i must send it to Nova Scotia office.
Earlier when i posted my application to local CHC office(New Delhi) they returned it with a Note to send the entire package to Nova Scotia.

Question 3: Right now the status for my previous application is "Review Completed" on the CIC Website. Can i apply now only or i need to wait till this status is changed to "Closed"
