Our application was returned by CIO due to incomplete documents.  We are planning to re-apply as soon as possible.  My question is, can we send the same documents that we used in the first application like birth certificates, transcripts, cert. of employment, etc... (except the form that we need to update).. Pls. advice

Definitely. I don't see a reason about why you can't.

Same story happened with me.They returned me back my applications because i forgot to choose which visa office i wish to send my application.After i fix that small problem i have send to them again the same application.Now is everything ok.

Send everything like last time and do not worry Cool

The reason why i asked is because all the documents that was returned to us has a puncher hole on it.its like marking that they have already received those docs before.  Also, the transcript which is on the guidelines is supposed to be on a sealed envelope was already open. how about the forms, do we need to change it or just complete what is missing and send the whole thing that they return? Pls. help me i am worried as we need to send asap as ielts which is supposed to be valid 1 year only will expire soon.

Golden update for you buddy:

EFFECTIVE December 23, 2010: If you are submitting a language test with your application, the results are now valid for 2 years from the time you took the test, instead of 1 year. This change applies to Federal skilled worker, Canadian Experience Class and Business Class Immigrants (investors, entrepreneurs and self-employed people).

Punched holes are fine, but yes you will need to get the envelope sealed again! and for your personal satisfaction, if time allows you to do so, you can replace the documents according to their importance.

I am sure they would prefer a sealed envelop but if you do not have time or the university takes a lot of time, you can write a covering letter explaining the envelop was opened by CIO when you had sent the application earlier, I am sure they will have a record for the same.

It is my opinion and I am no expert in this matter.
