Re-applying for PR, please guide.

I became a PR of Canada end of 2005 (while I was single) but could NOT move into Canada to maintain my 2 out of 5 year stay period (though my PR card expires end of 2010). Now I am married and we want to apply again for immigration to Canada under the Alberta H1B program. If nominated by Alberta, will CIC give me a hard time approving my application because I did not use my residency the first time? Anyone who reapplied (after being approved first time) and got approved/rejected the second time please share your experience. Any guidance in this matter would be very helpful.
