Multiple Entry TRV living in Canada

Hello,

My mother came to Canada on January 2008 on Multiple entry visit visa. After expiration we applied for extension and got an extension untill february 2010. Now she can not go outside Canada  as she dont have re-entry visa.

Moreover my mother has 10 yeas B1/B2 multiple entry visa.

My question is:
If my mother is in Canada has a valid visitor extension paper until January 2010,  and need to apply for a TEMPORARY RESIDENT VISA to travel abroad (Multiple Entry Visa), can she apply from Canadian embassy in US. If yes then can she apply via mail or she should apply by person in Canadian embassy in US.

Yes, she can apply by mail to one the Canadian offices in the US.
