reapply on FSW

 i applied on march 2008 for fsw to SYRIA and since then i got nothing form the embasy and in that application my nocs are not on the 38 job list
so i am not eligible for processing,
and now i decided to reapply in fsw to NS instead of Syria with my last 15 month updates of job experience that IS in the NOC list

do you think i can do that? or there may be any problems for doing so?

If you thing  you are now under the 38 occupancy list then go ahead apply and don't wait.
in the mean time don't withdraw your old application until they approve you and ask you the draw the old application.
