reapply for live in Caregiver after being Denied

Hello,
I am an employer in Canada , after interviewing over 25 candidates we found someone who would be perfect for our family. She is from Colombia and has extensive paid experience. I obtained my LMO, We submitted all of our paperwork to the Embassy in Bogota and she was denied, the reason was : she does not have experience and she does not speak english or french.
Here is what bothers me:
1-She does speak english (we provided a letter from an institute where she studies english AND her graduation certificate from a bilingual high school). I have spoken to her before over the phone and skype, she replies to my emails in very good english. They never called her or did an interview , so how do they know whether or not she speaks english?
2-She outlined on her resume her past employments as a full time nanny for over 8 years, with names and numbers for her employers.
As well as 2 reference letters from her past employers stating she was a nanny.
I really do not why she was denied??
Here is what is crossing my mind:
-her resume was in spanish (not english) as well as her motivation letter.
-one of her former employers letters says she was a domestic employee (neaning kind of a housekeeper?)
My question is: if we translate all of her documents to English including her motivation letter , cover letter and resume, and get her previous employer to change her tittle to nanny (which she was) would she have a better chance to get approved or would they be looking for new documentation , if so what should we include (I was thinking a separate sheet for each employment and employer outlining each of her duties and have her sign it as well as her employer)?
I was also thinking of sending an additional letter myself stating how desperately I need her and how she DOES speak english (listing why and documentation enclosed to prove) and listing again her experience (I have spoken to her previous employers as well who confirm her past employment and duties as a nanny).
And getting her CPR and first aid course.
Can anyone give me some advice on my situation? do I have a chance re-applying or should I just let this go?

does she file taxes? Thats proof she really work as a nanny. Because many people can make up any letter stating they work for them as nanny but tax return arent be duplicated or forged.

Unfortunately in Colombia they do not file income taxes like we do in Canada.

Here is my experience

I submitted all of my documents   in Both English and Original Language.

Documents:

1, Reference including job duty;
2, Statement of Earning from previous employer);
3, CPR and first aid Certificate.

For English, I sent the IELTS Score Report,  Overall Band Scores is 5.
