Yes, you can apply.  You should read the instructions on www.cic.gc.ca

Does applying for visitor visa from USA is hard? Do they require interview? What is the maximum we can stay there as a visitor?

I was in Buffalo last year and wanted to apply tourist visa to Canada from there but somebody who I know and lives in Canada advised me not to apply from there as it's difficult, though I do not know why it's so difficult from there.

I didn't have much time to visit Canada so I changed my mind so I don't know why it's difficult ;)

yes you can ; Canada welcomes you as a tourist, student or temporary worker. Every year, more than 5 million people visit Canada to enjoy the many opportunities our country has to offer.
