re married without divorcing first wife

Hi, I m a canadian citizen since 1986, I got separated five years ago, my ex got married overseas and he is living there but he didn't declare non residency in Canada. He told me that he divorced me and I took his word of mouth, never searched for my divorce paper ( my fault), last month I wanted to get my papers, when I contacted Ottowa court of Justics, they told me there is no divorce registered there. When he files his taxes, he puts he marital status as married and he puts his new wife name who is not living in Canada, how can he do that if he didn't divorce me yet...is that legal to do so in Canada. I want to get married now, don't know where to start from, pls advice

If your husband divorced you outside of Canada because he was living in another country, then you need to get a copy of the divorce judgement from whatever country it is registered in.  I suggest you get a lawyer to advise you.
