If we get rejected under federal skill worker , can we put the file again without any problem?

i think u can apply again if u fit under some NOC or other category. but u have to mention aba ur previous file. well wait for few more suggestions.

Yes, you can. Provided that you qualify (keeping in view tht Occupation list does not change again and your occupation remains listed).
