say someone has a job offer in a company that offers to pay him, around 24-50 k per year, this person has a grade 12 and a year nd a half of post education under his belt.. Can i apply for a work permit with this ? do i need a degree, i have the experiences. as well i studied in Canada, nd have a study permit. but im back in my home country this time i want to switch over to a work permit

First the employer will have to apply for a Labour Market Opinion. As part of this process, the employer will have to prove that they were unable to find a Canadian PR or citizen to fill the role. More information on the LMO process is here:

If the LMO is approved, you can then apply for a work permit.

It's difficult to say if the LMO will be approved and if the work permit will be approved based on the information provided. However I think the employer may have difficulty proving they can't find a Canadian to do the job if the education requirements for the role are minimal.
