I would like to know if invest in an apartment building in canada and  actively manage it,
can I apply for a PR visa as an entrepreneur?

I dont know about the Federal,But on the Provincial Level,That is an Ineligible Business,We would deny that application,Probably same for the Goverment of Canada

Business for the purpose of immigration to canada means a "voible business" that can generate employment of at least one person through your share in the business registered in Canada. you must have at least 25% share in that busness. Apparently investment in Real estate doesnot entitle you to a business class immigration as owning a building doesnot generate employment.

If you intend to immigrate as an entrepreneur.Please note the following:-

 Qualifying Canadian business means a business operated in Canada by an entrepreneur—other than a business operated primarily for the purpose of deriving investment income, such as interest, dividends or capital gains—

Full-time job equivalent means 1,950 hours of paid employment.

If your business would fall within the boundries of a "Qualifying Canadian business" and you will be in a position to employ a canadian national or a permanent canadian resident in a full-time  or equivalent job.You may be considered for Permenant resideence as an  entrepreneur.

  "The Immigrant Investor Program" seeks to attract experienced business people to invest C$400,000 into Canada's economy. Investors must:

+show that they have business experience
have a minimum net worth of C$800,000 that was obtained legally and
make a C$400,000 investment.
+Your investment is managed by Citizenship and Immigration Canada (CIC) and is guaranteed by the Canadian provinces that use it to create jobs and help their economies grow.

+CIC will return your C$400,000 investment, without interest, about five years and two months after payment

The federal investor program in Canada requires $400,000 investment.  Many of the provincial nominee programs require much less, maybe $150,000 or $200,000

To add to that I WORK for the BC goverment and know our PNP rules that real estate investment or brokerage is not covered but property management may be considered,The regional investor program of BC requires 200,000  dollars only
