I know everything that is translated has to be certified in terms of papers coming from overseas for applying for a visa.

I have a birth certificate here that comes from the government in Arabic and French. Does this need to be certified from another source, or is it fine, since it comes from the Moroccan government in Arabic and French?

no you dont need to certify it because its in french , am moroccan and all the birth certificates i sent them are in french and arabic and still my wife got the approval letter which means there is no problem with that .
