quick question about an outland application to sponsor my Brazilian wife

Hi, I'm going to try to sponsor my wife while she remains in Sao Paulo, and I wanted to make sure she should put "Sao Paulo, Brazil" as a response to "Visa Office requested for the process of your application" (even though everything is being sent to the case processing centre in Mississauga). So, do I have that right?

Yes, that's right, you choose Sao Paolo.  CPC-M is not a visa office, so of course you wouldn't use it.
