Hello Friends
Sorry if this is a repeat question, but reading through the forum I got a doubt and wanted to check with you on the new process.
1.Is there a cut off number of applications as per the new process?
2. I wanted to apply for 0213 and is it too late now if there is a cut off number (and where do I find the cut off number and when does the number gets reset)
3. Do we still have the two step application process or is it a single shot submit of all the documents?
4. If it is a two step process, what are the documents to be sent in the first set?

Sorry again if many/all of the questions are repeat. I am visiting the forum after almost a year and am checking this for my friend. Saw the NOC list is updated in cic.gc.ca and the forum discussions are mentioning about a cap, hence wanted to get to speed. Thank You for your patience.

I am surprised no one has piped up to answer your questions yet, and a little surprised you didn't find the answers when you checked the government website, but here goes:
There is a cap of 1000 on each of the 29 NOCs.  There is a TOTAL CAP of 20,000, so IF there were more Crane Operators applying (that is a bit of a joke on this thread) and in general all NOCs had generated more interest, you would see that not all NOCs could fulfill their 1000 total before the 20,000 total cap was reached. 
The new numbers will reset on 1 July 2011.  Along with that, it is expected there will be a change in the way you reach 67 points to be eligible.  Different weighting for work experience/age/IELTS.  Everyone MUST provide IELTS results with their original, complete package which is sent to CIO, Nova Scotia.  It is a one shot deal.  The package is reviewed by CIO for completeness, fees are cashed, an eligibility review is conducted and if that level of screening is passed you are informed and CIO then sends your complete package to your designated visa office for MORE processing, security clearance, medicals, etc.  It is suggested that you include your PCCs with the original application, but if you have not, you are requested to do so at this point.  Otherwise, EVERYTHING must be included in your first application package.
