Questions on H1-B category processing and landing

1. I have heard that Alberta is giving priority for applicants who managed to get a job offer while their application is under process. Even if both, the primary applicant and spouse are in H1-B, only one can be primary applicant. If the spouse manages to get a job offer before the primary applicant in Canada, would their the application still be given priority?

2. If the application is approved and the PR landing status is granted, do Province Nominee category people get the same 1 year period, as Federal Skilled Worker category people do, to enter/land in Canada?
