My question is that Singapore visa office sent our wedding pic, phone bills, all the evidence regarding our relationship and also sent  us another letter to pay landing fee, will my spouse have a interview with them? or it means no interview required even though it did not state in the letter. what would be our next step? Also asking for caips and foss notes will have any impact on our application processing time?

If they have requested the RPRF then it is unlikely that there will be an interview.  You don't require FOSS or CAIPS at this point if there is no interview requested.

Next would come VISA. There is no need to order CAIPS as you're almost there. Congratulations!!
