Question regarding PR-FSW class

Hi there,

I am eligible to apply for PR under the PhD stream. I recently got married and my husband is in India. He has filed in an application for an open work permit and, if everything goes well, will join me in Canada in March.

Since the CAP for PhD stream 1000 applications per year, I don't want to delay submission. My question is that can I put his application with mine (as my spouse) even if when he is not inside Canada at the time of applying?
