I stay in US and my spouse in India. If CIC asks our passports for stamping where do my spouse need to send hers?? Can she send her passport to Buffalo from India??

It is illegal to mail/courier passports in/out of India. She will have to either carry it herself, or find someone trustworthy to carry it to the US. That person would require a notarized letter of permission from her to carry it.
