Question regarding Bacground declation form

Dear Friends,

I have been reading posts all over the past couple of weeks , and i find this forum really helpful, I have one question regarding filling the background declaration form.


As i have already applied before and my application was rejected as follows :

1) I have had applied previously to the Fed skilled program, and my application was not successful as I added the wrong Noc code.
2) I applied once more after June-2010 and my application was returned due to incompleteness

my inquiry , if i am to apply again and fill the background declaration from , in question # 9 do i mention the above two trials ?
i personally think that i should only mention # 1 only as since application # 2 was incomplete , and was returned back to me to complete and resubmit ( which I did not ) , it does not count as an application.


What are your thoughts on this ?
