Question ref dropping off passport.

Hi - may sound silly but, can my partner drop off my passport etc at London CHC? The reason I ask is because of the following (quote):
Please note that in-person permanent resident visa service is only available on THURSDAYS between
2:00pm and 3:00 pm. Opening times may be limited towards the end of December. Please check our
website to confirm our opening times. When you submit the items listed above, you will be given a receipt
acknowledging that we have received a package from you. You must bring this receipt when you collect
your passport(s) and visa(s).
You may collect your passport TEN working days (the second Thursday, 2:00pm to 3:00pm) following
the date you submitted your package. You may nominate someone else to collect your passport(s) and
visa(s) but that person must present the receipt that was issued to you.
Because it mentions collection by someone else but not the drop off I don't want ot do something wrong. It may be that I'm overthinking this for which I apologise.

My husband dropped his own off at the London high commission, he reckoned anyone could have dropped it off for him, but they ask you there who will be picking it up. I really think they are more concerned about giving as passport BACK to the nominated / correct person (which is probably why they don't mention who should drop it off).
