I just took advise from an immigration lawyer and he is convinced that the best and only way to handle a refusal is by an appeal not reapplying. I reapplied for my husband what is your advise.

Hi

I just took advise from an immigration lawyer and he is convinced that the best and only way to handle a refusal is by an appeal not reapplying. I reapplied for my husband what is your advise.

If you re-apply you have to overcome the reason for the refusal.  It the new evidence is not considered compelling to relieve doubts then you get another refusal.  If you appeal, at least you have a shot at overturning the refusal, especially if your evidence is strong.
