lol this is too funny. An accra applicant is simply an individual/family who applied for their immigration at the Canadian Consulate in Accra. Depending on where you reside, there are certain offices that you would need to submit your Canadian immigration papers to. Those that submit their application to Accra include people from Ghana, Nigeria and many other African countries. Also, it's simply the same application as everyone else, not anything special.
