Question about work visa (PMM or Leon please read)

My girlfriend is here from Holland (I am a Canadian citizen) and we're trying to get her to stay here for good. I was wondering if she is allowed to be actively seeking work in Canada while just here on her 6 months allowed because she is from a visa exempt country? If she finds something, will she be allowed to apply for a work permit while still in Canada?
As far as I can tell she falls into a class B job (visual merchandiser) and has a full continuous year of paid employment so she should be qualified as a skilled worker.
Any help is greatly appreciated!
