So my understanding is My wife is from India but she is studying as an international student in USA. now when she enters canada as as a studnent. her application will still be processed by buffalo visa office once /if the application has already started. doesnt matter even if she is residing in canada Buffalo visa office will continue processing her application.
No, the application can be either Outland, or Inland, but not partly one and partly the other. When her file is transferred to the visa office overseas, just because she comes to Canada does not mean they will send it to the office that deals with In Canada applications.
Outland or Inland refers to where the application is processed, not the location of the applicant. An Outland applicant can be anywhere, while their application is being processed by the visa office responsible for persons of her nationality. An Inland applicant can only be in Canada.
