It looks as though London is going to send my partner and our daughters COPR papers together to him in the UK (our daughter is here in Canada with me).  My partner will land as normal at a Canadian airport but what should we do about our daughter?  Does she have to 'land' at a Candian port of entry or can we take her to an official government building to do it?  Also, will she have a deadline to do so?  Thank you.

You can talk to your local CIC office about making a landing appointment but I have head that it can take up to 6 weeks to get one.  Your other option is driving to the border and landing her as you enter Canada again.

The deadline is the expire of the PR visa.  I see your status says medicals done on 16.04.2011 so usually the PR visa expires when the medicals reach their first birthday.
