I have a question regarding quebec skilled workers. My friend is accepted as skilled worker in Quebec however he inted to come to live and work in Ontario. Does he have to land first in Quebec then procceed to Ontario within couple of months or land in Ontario right away??? If so is there any problem for him??

Sure is, I suggest that you friend read schedule 5.  If he doesn't attempt to settle in Quebec, then Quebec reserves the right to "lift" his PNP certificate.

1. check these links out...
http://www.form.services.micc.gouv.qc.ca/epi/index.jsp?languageCode=en
http://www.canadavisa.com/quebec-skilled-worker-immigration.html
2. if you dont have an intention to stay in quebec, why use this route ? this stream was opened by the quebec govt to get qualified people who want to settle down in quebec. if you use it as a backdoor entry to Canada, you could get into trouble... like get your PR cancelled even. you do sign a form when you apply that you will settle in quebec, if you dont stick to it.. its a kind of immigration fraud ! isnt it ?

having said that, it is possible to move to other provinces, but in case of any problems its upto you to prove that you tried to settle there but bcoz of XYZ reasons I moved. how do you do that ? read the below quote too...
3. as far as i know, you have to land in quebec to process & finish ur immigration formalities.
4. current timelines from india suggest around 2 yrs. (12-15 months for CSQ + federal stage)

3. Do we need to send PCC alonwid application?

1. Go to this link man. Its got the forms & the list of supporting docs to be attached.
http://www.immigration-quebec.gouv.qc.ca/en/forms/search-title/dcs-workers/index.html
Forms are updated periodically, so make sure you have filled in the latest forms. or they will send the whole thing back !
2. apply for the QSC. For Indians, you have to apply to the BIQ at HongKong.
BIQ, HK website : http://www.immigration-quebec.gouv.qc.ca/en/biq/hong-kong/mission.html
3. No PCC is not required to be sent at the BIQ stage.

ur welcome but marriage can complicate things.

the CSQ is a selection certificate thats issued based on ur current profile (incl family composition) In case your profile changes, you will have to be reassessed.

if you get married before the CSQ is issued, then you can just update the BIQ of the development. but if you get married after the CSQ is issued, then you will have to return your original CSQ, and your case reassessed based on ur new profile.

Your cutoff scores also change once you get married.

Dear Brother.
You are OK. Go ahead and apply ASAP before anything can change in the selection process.
