I had already declared financial self sufficiency amounting to $11,000. on the Quebec financial self sufficiency declaration form thinking it had federal requirements. Now, I want to send them a new declaration as I frankly do not have $11,000; I want to put CAD2800 on the new sufficiency form which I will send them to update my file - they require CAD2,800. Do I need to add a covering letter or anything like that and is this new declaration going to ruin my file? Please help!

Sorry Chibiks no one will believe that you made such a mistake (Quebec/Federal forms) because  before signing the form it is written "I acknowledge having read the information appearing in this form and I understand the nature and scope of the contract respecting financial self-sufficiency.", my opinion is that writting to them will only drawn their attention to your attempt of misrepresentation and any small concern/doubt in your application will rise a red flag.
Depending on your situation: job/source of income the immigration officer may/may not question this amount when assessing your file. If you get the CSQ I think there is no big issue as long as you can show the minimum of $2800 bank statement at landing time.
