(Before I begin, I would be happy to be proven wrong.)

With tight requirements (i.e. job offer) on all other provincial nomination options, the Quebec option seems to favour a lot of us who are willing to learn French up to a practical level.

But, this option, I am afraid, may tempt even those who like to avoid French at all cost and who have no mindset to settle in Quebec. Anybody with sufficient passing points may register oneself in a French course in order to convince the Imm Officer. Once landed, that person may avoid going to Quebec and settle somewhere else knowing that an immigrant has the right to stay and work anywhere in Canada.

That raises a general question for all provincial nomination options: How would CIC track a person who was granted PR through a provincial programme and who, after receiving the PR, avoided the nominating province?
