Not anymore, unfortunately. Check the forms - there should be a paragraph, I think on the checklist or something.

It's the second paragraph of the checklist (liste de vérification). You can only submit the application via post since June 7th, 2011. They also stopped accepting payments for the application at their office beginning that date.
