DEAR ALL,
WILL SOMEONE TELL ME,BY WHOSE NAME I WILL MAKE THE DD AND WHERE IT WILL BE PAYABLE WHEN I AM APPLYING FOR QUEBEC-CSQ CERTIFICATE. I AM APPLYING FROM INDIA.
EAGERLY WAITING FOR A PROPER GUIDANCE,PLEASE.

I believe it is 'Ministre des Finances du Québec' payable at Canada

Yeah, the D.D. must be payable to
"Ministre des Finances du Québec"
and payable at
Quebec,Canada
.
