My friend is interested in applying for the PR under Quebec. Does he needs to learn french & show the certificate? if yes, whats the proficiency required?

[yes french is mandatory, you should have minimum level DELF A2 FOR POSITIVE RESULT and YOU CAN SPEEK and UNDERSTAND FRENCH OF DAILY USE]
